In OpenNebula you can create users , each user will manage only its
own VMs
For console, it is an open port I think so user B should access user A
console, but userB should not get password to access to VM of user A.

2. Get Console on VM
3. Define as CD-R/DVD/USB - some ISO/image file from shared NAS
I mean userr-a may be a "root" for 1-VM, and user-b "root" for 2-VM
