The "RestrictedVersion Fault" occurs after ESXi switches to free mode from evaluation mode. Then some parts of the vSphere API e.g. RegisterVM_Task or PowerOnVM_Task doesn't work anymore. I was forced either to reinstall the ESXi servers every month or to get the proper license.
