Thanks for replying. That's bad. I've been reading about the libvirt API, and I found out that it does support dynamic resource reallocation. I took a look at the libvirt driver for OpenNebula, but I think the reallocation can't be done over OpenNebula. Maybe I could work with libvirt somehow..
