Hi The rationale behind this is that ONLY one user can use a persistent image at the same time, otherwise there'll be consistency problems (i.e. which modifications will persist?). In other to prevent this OpenNebula only allowa one instance at a time using the image. Also as only one instance is allowed OpenNebula does not allow to share a persistent image with others...
Probably this is a good enough default. If you need to use the same image by a group (and bypass the default checks) you can use an ACL, rather than sharing a password.
