If I have the correct place in the code the VM state needs to be (1) ACTIVE, the VM LCM state needs to be (2) RUNNING and (3) if there is reason why it migrated in the previous host it cannot be NONE where that means "normal termination in host." (The (3) part is confusing to me.)
