The problem has be solved.
Libvirt process on host fails to start, so Frontend can't monitor host.
I checked the log file of /var/log/libvirt/libvirtd.log, and it shows that
Cannot read CA certificate '/etc/pki/CA/cacert.pem': No such file or directory
You have to install certificate, or on't use TLS but bare TCP instead.
In /etc/libvirt/libvirtd.conf set listen_tls = 0 and listen_tcp = 1
Restart libvirt-bin, and that's OK.

Look at the Host template (using: onehost show host-id) , it should have an ERROR entry that shows why the monitoring failed. Perhaps oneadmin can't SSH to the hosts for some reasons?
