I don't think you can connect a CDROM device as a virtio disk in windows. You *might* be able to get it to work by installing the virtio scsi drivers within your Windows guest machine (http://www.linux-kvm.org/page/WindowsGuestDrivers/Download_Drivers), but you might be better off switching the ISO from virtio to standard IDE and target hdc.
