You will need to create one at least for VMware in order to set the DATASTORE_LOCATION in the cluster so the datastores can inherit it. In OpenNebula 4.2 they cannot be 0 and 1, since they are created on OpneNebula first boot and they won't have the proper DATASTORE_LOCATION inherit.
