As I've told you I haven't used cgroups and io throttling. Using virsh blkiotune is a nice interface to set those parameters per VM. There is also blkdeviotune that you can use to adjust these parameters per device. This could be applied with a hook or changing the deploy and maybe migrate VMM scripts.
