OpenNebula can be completely installed on one host without any problem.
In my setup, for example, I don't have a shared disk and I have many small installation (2-4 server) in multiple datacenter: so, every server is a complete infrastructure with OpenNebula, SunStone, KVM and a "shared" internal disk. I'm just upgrading all the infrastructure to OpenNebula 4.6 because this version has a beautiful multiple datacenter integration so I can control every datacenter (server in my case) from every sunstone installation.
