Almost all oadm commands can be run from anywhere you can run OC.  Some
commands require access to the master configuration (the config / ca / node
commands), but don't require being ON the master.

Put another way, there is no action that occurs between oadm and the master
other than a) REST API or b) direct manipulating of config on disk.
