I believe prior to 1.5 the garbage collector and docker free space
requirement are tuned to the same value of 90% utilization which means that
the garbage collection won't trigger a cleanup before you're unable to
create new containers. You can override the GC threshold to 85% which would
ensure that garbage collection happens before you hit the 90% mark where
docker stops creating new containers.
