I fixed the problem by changing setting in registry console. For my project, change the permissions to "Project access policy allows anonymous users to pull images. Grant additional push or admin access to specific members below."

In our ENV we are obligated to use proxy server. Thus we put to inventory statements regarding proxy. We forgot to add registry to "noproxy" line. The result was exactly as you pointed.
