Thanks, Aleks. NGINX conf is below. I think this issue was caused by the OpenShift cluster nodes being on Docker 1.13.1.
According to this, Docker 1.12.6 is the latest supported by OS 3.7: https://access.redhat.com/articles/2176281 I reverted to Docker 1.12.6, and the permissions on /proc/1/fd are now root:root instead of 1001:root, and NGINX is able to access stderr and stdout and starts successfully. Docker was installed on this cluster by the OpenShift 3.7 ansible scripts, so I'm wondering why 1.13.1 was installed instead of 1.12.6. He held the weekly Paas Sig meeting. He did the documentation. He maintained the package repo's, and koji build targets. He was the automation backup, so he helped Ari figure out the broken bits. He was the central source of information. So if people had questions, or wanted to pass information on, it tended to go through him. This could certainly change. He was the backup for pretty much everyone. So as people came and went from the Paas Sig, he would drop and/or gain new roles.
