As of last week, you may use
http://mirror.centos.org/centos/7/paas/x86_64/openshift-origin311/
AFAIU, in terms of openshift repositories, the 7.6 freeze only affects the
main http://mirror.centos.org/centos/7/paas/x86_64/openshift-origin/. While
the openshift-origin311 one should be up to date.
