It's possible you have clock skew and your control plane machine thinks this Not Before date is in the future. Although that *should* resolve itself as whatever you're running to sync clocks gets your machine's clock fixed up and the machine-config daemon keeps banging away attempting to pull the Ignition config. > I've tried for a couple hours to get a shell on the master... For just this sort of bootstrapping issue we have: $ openshift-install gather bootstrap ... and the failed 'wait-for bootstrap-complete' recommends you run that gather when the wait fails [1]. Have you run the gather? If it succeeded, can you attach the tarball? If it failed, what was the error message?
