such redirects can be easily done via failure_route() and loading new destination from DB (see avpops, the avp_db_load and avp_db_query functions).
In failure_route[], when you detected the failed call, simply load and set a new RURI and to t_relay() again -> serial forking. You do not need usrloc at all in this case.
