In the INSTALL file which comes with Control Panel 4.0
There are instructions line 172 which states

1. Install the table.mysql or table.pgsql.

175 This is where the admins are being stored data.

I am not able find this file either in that directory or elsewhere in the CP
4.0 download.
I downloaded the tarball which might be different from SVN - I haven't
looked at the SVN yet.
