The Australian numbers to which you are referring require charges to be made to both the caller and the callee. Calls made to 6113x numbers are charged "the cost of a local call" so those should need no changes other than to treat them as local calls. Calls received by way of a 6113x number (by the number owner) are charged a per minute call rate similar to the FreeCall 6118x numbers. Treat them the same.
I don't believe changes are required to OpenSIPS.
