Correct me if I am wrong but shouldn't I see a subscribe come from Jitsi that is for "Event: xcap-diff"?

Could it be a client issue?

Run a SIP packet capture on the server and check that the client is sending the SUBSCRIBE requests and that the server is generating the NOTIFYs.
