Assuming that you have other files in that dir (/usr/local/opensips1.7.0//lib/opensips/opensipsctl/), I suppose you did not include mysql module in the list of modules to be compiled + installed -> the mysql support in opensipsctl was not installed too.

So do "make install include_modules=modules/mysql".
