can someone tell me why opensips ignores the direcive in the default startup file?

I create opensips user and group and added the information in
/etc/default/opensips, but I noticed that the daemon is running as root.
In trying to fix
this , I changed ownership of all opensips files and folders from root
to opensips and restart the service, but that didn't help.
