The uac_replace_to can be used once.
Are you sure you need to replace to header? Could be enough set a new
RURI instead.
What do you want do exactly?

What we are trying to achieve here is call Fail Over function? When
one IP is unable to terminate a call it will try next IP from the
priority list.
