Ok, I found the file on the internet and created /usr/sbin/opensips-m4cfg from its contents. It now starts and Jitsi can connect, but when sending text messages I get below error:

 The above message could not be delivered
A network problem occurred. Please check your network configuration and try again. Error was: 403 Rely forbidden

What is Rely and what does that error mean?

I've installed clean fedora 19 (minimal), then
yum install http://yum.opensips.org/1.10/releases/fc/19/x86_64/opensips-yum-releases-1.10-1.fc19.noarch.rpm
yum install opensips opensips-mysql

service opensips start

It starts without any problems.

    That was the only one that installed after updating mariadb-libs.
    1.10.1 from OpenSIPS repository still does not install due to a
    missing libmysqlclient.so.16

    The error from yum during the install from OpenSIPS repository is
