Liviu - thank you!  That makes a lot of sense since I also read about how the 
repository was moving from SourceForge to GitHub.  LOL - now I just need to 
learn how to use GitHub!

        The one with the Git commit "-022b1a8" extension is an
        up-to-date tarball (daily updated), while the simple
        "opensips-1.11.1_src.tar.gz" contains the initial release code,
        without any in-between hotfixes.
