engage_media_proxy is automatic and as a result it has a default behavior that 
may or may not match your needs. if you need control over the process you need 
to use use_media_proxy and end_media_session and customize their behavior to

when you call engage_media_proxy, it only sets a flag. nothing else happens. it 
cannot give you a negative reply because it doesn't attempt to do anything. 
things will happen later when t_relay is called and by that point is to late to 
get an answer.
