If the UDP packet is fragmented and due to whatever reasons the UA doesn't receive it properly, there are a couple of things that you can do to reduce the SIP message size :

1 - enable topology hiding in OpenSIPS ( see http://www.opensips.org/html/docs/modules/1.11.x/dialog.html#id296413 ) 2 - manually remove optional headers from the OpenSIPS script ( http://www.opensips.org/html/docs/modules/1.11.x/sipmsgops#id293936 ) 3 - remove some of the codecs from the SDP ( http://www.opensips.org/html/docs/modules/1.11.x/sipmsgops#id294821 )

Also, another alternative would be to switch to TCP in order to avoid these fragmentation issues.
