Are you sure the client is indeed deregistering?
In order to dig into this, I will need to see exactly what is the
expiration time of each registration, as well as a full PCAP capture.

Hello Razvan,
Here in the attached image you of opensips CP you will see the same user
entry multiple times in online users list however the user is registered
with only one device. It is because as Stefan mentioned, location table is
not reflecting the change instantly. it is taking time.
