thanks for this hint. The parameter was not set!
After using modparam("rtpproxy", "rtpp_notify_socket", "udp:10.249.152.5:9999")
OpenSIPS starts without any error.

Thanks for the report! Can you indicate what value are you using for the
rtpp_notify_socket [1] parameter?
