Two OpenSIPS presence servers cannot share the watchers/subscribers between them (not even via DB). The fallback2db is related to searching for presentities (during a PUBLISH).

What you are trying to do will be nicely addressed with OpenSIPS 2.4 with cluster support for presence.

Since the database is shared between two opensips servers I assume opensips B should fire NOFITY towards User C after consulting the database.

But I see opensips B sending PUBLISH requests towards itself but NO notify is fired. Though I have below parameter set in configuration file.
