I was not able to reproduce your startup issue on latest 3.0, regardless
if using partitions or not.
Can you provide a minimal opensips.cfg file that exhibits the issue?

So there are 2 problems :
* Dp_translate when the first parameter is an integer the function
does not terminate normally.
* Please explain the error above.
