OK, so let's clear the install and redo it:
sudo rm -fr /usr/local/lib/python3.6/dist-packages/opensipscli*
cd /usr/local/src/opensips-cli
git pull --rebase
sudo python3 setup.py install clean
cd # go back to home dir
opensips-cli
Hopefully, the last command should work! Curious to see if it works on
your system as well, as it often solves this problem for me (although I
still don't quite understand what I'm doing...)
PS: you don't have to do this on every "git pull --rebase". Just when
it "breaks"...
