Yes.Without the correct URI learnt from the contact header of the INVITE or 200 OK respectively, it is not possible to match the call on the receiving device of the call. If there is a phone that supports one call at the time, perhaps it will handle it, but if the BYE is for an intermediate gateway, it needs a proper request URI to target the end device.
