That enable_raw_query_quoting

added there was only for the stable versions at the time (3.2, 3.1,
etc.), so we preserve their current behavior, while also offering the
fix to anyone who needs it.
Now that you moved on to 3.3+ (congratulations!), you can just delete
that modparam and the query quoting feature should still work, as the
fix was also merged to /master/ branch at the time, simply enabled by
default (no ON/OFF switch).
