I've had that same need a while ago, and i've been able to use it with a small change in the blacklist_helo.c file. I'm sending the patch in attachment, hoping that the devel team can consider it for inclusion on upcoming releases.
Such a change is welcome in Policyd v2 and higher but won't be adopted into v1.x as this change has a huge performance impact in large scale deployments of Policyd.
