No problems at all running the webserver on a separate machine. If you feel you know the schema well enough, then you can use the CLI, but the webui is recommended..
Apache version shouldn't matter. You really shouldn't be using PHP 4.. use 5 ;) Ofcourse you'll need the relevant sql drivers within PHP. Policy related settings are all within the DB. How to connect to the db, the modules to use and the debugging type stuff is all defined in cluebringer.conf If you need further help we have a small but active IRC channel on irc.freenode.org #policyd.
