As for v1 vs v2, I can't say i've tested v2 under really high load as we're still using v1 for the majority of large scale deployments. That being said, for the most part things should be relatively close in terms of performance for the majority of people. I believe part of the agreement for Nigel taking over Policyd dev is that there would be a port from Perl to C at some point when the code stabilised. Nigel?
