That's how they work anyway - sort of. If you set that quota, the 
user could send the first 1000 messages in a few seconds (subject to 
the capabilities of the machines of course), and will then be 
throttled to a rate of approximately 1 message every 3.6 seconds.
If the user sent a burst of 1000 messages and then stopped, after 
about an hour they'd have recovered enough quota to send another 
burst of about that size.
