Further update. It looks very much like the throttling is on a per-process basis in the receiving postfix service.
I tried increasing the number of simultaneous connections allowed (both outbound on one machine, and inbound on the other). The log indicates that the number of connections peaked at 13 and a bunch of mails that takes 8 minutes with a limit of two connections took only 2m40s. But just two concurrent connections can transfer the same emails in 24s without using policyd.
