Further update.

It looks very much like the throttling is on a per-process basis in 
the receiving postfix service.

I tried increasing the number of simultaneous connections allowed 
(both outbound on one machine, and inbound on the other). The log 
indicates that the number of connections peaked at 13 and a bunch of 
mails that takes 8 minutes with a limit of two connections took only 
2m40s.

But just two concurrent connections can transfer the same emails in 
24s without using policyd. Next task is to try and figure out what 
the holdup is since I've established that policyd itself isn't the 
holdup.
