Are you specifically bothered about message size, or just overall volume ? It's relatively easy to configure two (or more) policies to limit by message volume. Bear in mind that someone sending a 2MB email ten times a minute is still going to consume 720MB/Hr, while someone sending a 10MB email once a minute will only use 600MB/Hr. If for example you set a limit of 2MB/hour email volume, the defautl user coudl still send a 10MB email, but would then be blocked from sending any more for some time.
