Are you specifically bothered about message size, or just overall 
volume ? It's relatively easy to configure two (or more) policies to 
limit by message volume. Bear in mind that someone sending a 2MB 
email ten times a minute is still going to consume 720MB/Hr, while 
someone sending a 10MB email once a minute will only use 600MB/Hr.

If for example you set a limit of 2MB/hour email volume, the defautl 
user coudl still send a 10MB email, but would then be blocked from 
sending any more for some time.

Setting up policies like this is a matter of :

Default: Match on (whatever else) and not member of VIP

VIP: Match on (whatever else) and member of VIP

It's important to exclude VIPs from the default group as some 
policies are applied to all matches, not just the highest priority 
match.
