I find your description hard to understand. Firstly, PolicyD/Clkuebringer doesn't "run on an instance" of Postfix, it runs as a service and you configure each instance of Postfix to call it or not call it according to your requirements. My guess is that you mean you don't want one instance of Postfix to use PolicyD, but the logs show that it is still doing so.
