I did this by making all policies mutually exclusive. I only have "normal" and "high", so yours will be a bit more complicated. In my "normal" policy, I basically have a "not a member of group 'high'" And in my "high" policy, I have a "member of group 'high'" And add users with a higher traffic requirement to the group 'high'.
