You could easily test it - just adjust your settings so it's easy to trigger 
limits/restrictions and watch the debug output. Then you can explain to the 
rest of us !

As I say, my interest was in quota restrictions - and (IIRC) found that all 
matching policies were applied. Ie, just because you had a policy that should 
have allowed a high message rate, that didn't stop a lower priority quota 
restricting flow.


One could also use a group and exclude in one policy and include in the other, or even order higher to lower to make sure both counters are updated :)
