Hello

If you have the check_policy_service after permit_sasl_authenticated,that rule 
is never called, because permit_sasl_authenticated terminates the rule chain by 
issuing OK. If you check that policy before in and outgoing mails are sent to 
the policy service....

Could you include the relevant config in main.cf relating to 
check_policy_service?

Also you can put policyd into full debug mode and check  the policy matches, 
this will probably show you what is not matching.
