Quotas don't do "quotas". I know, what "quota" means to everyone else in the world, policyd thinks it's something else. I haven't yet figured out what that is, but I know it's not "quotas".
Instead setup policies and use accounting. Accounting to me implies "keeping track of usage" while quotas seems to be "limiting usage". But policyd doesn't use these terms this way.
