some modules are "highest priority match wins, while others apply all matching
policies in priority order.
To avoid that, I made my policies mutually exclusive so that an email can only

Sounds a bit odd, do you have an example? the same policy resolution
code is used everywhere. Some modules may match more than their first
match, for instance the quota-like modules if this is what you mean?
