Hi Jess, I'm not sure if your conversion from C -> mC and m^2 -> cm^2 is correct. But there is still another issue that I'd like to point out: To best of my knowledge there is some mismatch with the ionic contribution of polarization between ABINIT and PWscf. Please check (and let us know) if the electronic part is the same between both these codes.
