I JUST got it to work on Cygwin. I reinstalled g95 and everything worked fine. My previous installation of g95 was from a few years ago and maybe I didn't do it properly then. I should be able to figure out whats wrong with my other installation now.

Why it doesn't work for you, I don't know. Did you also run the previous test with gfortran on cygwin? it could be a problem of cygwin. Example 06 has been tested before release on several machines and software and it works.
