Dear Riemann,

can you please re-run the configure and send me the install/config.log file?

If you exported correctly the environment (when you install Intel compilers and 
MKL there is a *.sh or *.csh script that does that for you) the configure 
should work. I have Intel Ifort/icc 12.1 and Intel MKL 10.3 available on my 
local cluster and the configure give me the correct configuration. And QE runs.
