RHEL used to ship with far, far too much stuff preinstalled. I had to spend time to disable things which had absolutely no purpose on a server, so I was very, very happy with the move to a more minimal base system. I would rather start from a minimal system and know I need to add what I actually _need_ than start with a system with thousands of packages (default RHEL 5 could be 1500-1600 packages IIRC) and have to disable/remove them and worry about dependencies.
If you need rsyslog, install it. Yes, it is typically useful on most server systems and a good argument could be made to include it on the base image, but by the same token, how tough is it to type "yum install rsyslog"?
